About the Partners

UK US Tax Services LLP is the culmination of a 15-year working relationship between its principals, Leon J. Dutkiewicz and Stuart E. Horwich. During this time period, Leon and Stuart have specialized in assisting Americans resident abroad and non-American clients doing business in the U.S.

Leon J. Dutkiewicz is a certified public accountant specializing in all aspects of international business and tax planning for businesses with operations in multiple countries and US citizens resident abroad. Mr. Dutkiewicz’s extensive international experience with manufacturers, professional services firms and real estate businesses includes structuring global acquisitions/divestitures, analyzing income tax treaty benefits, assisting with transfer pricing documentation and managing multi-state tax issues and compliance services. In addition, Mr. Dutkiewicz provides personal tax planning and compliance services for the owners and employees of international entities. Mr. Dutkiewicz has more than 20 years experience, is a frequently called upon speaker for professional organizations and has authored articles on various tax-related topics.

Stuart E. Horwich is a US lawyer who has spent his career specializing in international tax issues. He has worked for the Department of Justice, the SEC, and he opened the London law office for a US law firm (and he remains Of Counsel for a successor firm). Mr. Horwich’s client base includes banks, multinational companies and privately held businesses operating in the United States. In addition, Mr. Horwich assists US citizens living in the UK and Europe to minimize their overall worldwide tax liability, including in one instance, successfully bringing a refund suit in the United States Court of Federal Claims to obtain a foreign tax credit for a US citizen resident in France. Mr. Horwich is also the founder of The Anglo-American Charitable Foundation Ltd, a charity registered in both the US and UK that facilitates Americans living in the UK to make charitable contributions that qualify for favorable tax treatment in both jurisdictions. Mr. Horwich is a dual citizen of the US and the UK and has lived in Europe for over 15 years.
